Title:
Consider a Plan to Incent Voluntary Trail Easement Acquisitions
Purpose/Background:
The purpose of this case is to discuss opportunities to fill gaps in the Circle of Ramsey Greenway, by inviting landowners to consider voluntarily conveying trail easements within the cattail wetland west of Variolite Street. It is important to stress, that this would be a voluntary easement dedication, and landowners would be compensated for the easement area within the wetland.
If the Commission concludes that this plan has merit to proceed, it would then go to City Council for consideration.
The two attachments show the 'gap' area, and show three of several more different configurations that would close the east to west gap by willing landowners.

Funding Source:
No funding is required at this time. Compensation for the dedication of voluntary easements would be discussed in the future, when a plan to invite landowners to consider voluntary trail easements would be formalized.
Recommendation:
Staff recomends forwarding the concept to incent voluntary trail easement acquisitions to City Council for further discussion and potential approval.
