Adopt Resolution #19-028 Authorizing Final payment to Dougas-Kerr Underground, LLC. for Improvement Project 16-20; Riverdale Drive Extension from Traprock Street to Ramsey Boulevard.

Issuing final payment will be contingent on receipt of the following items from Douglas-Kerr Underground, LLC.:

1. IC 134 (Contractor’s Withholding Affidavit showing compliance with the provisions of Minnesota Statute 290.92 requiring withholding state income tax)
2. Waiver of Mechanic’s Lien Rights (Affidavits that all claims against Douglas-Kerr Underground, LLC. by reasons of the contract have been fully paid or satisfactorily secured)
3. Consent of Surety to Final Payment (Certification from the contractor’s surety)

Following receipt of these items, final payment will be issued.
 

The Senior Engineering Technician has inspected the completed work and recommends final payment to Douglas-Kerr Underground, LLC. for Improvement Project 16-20; Riverdale Drive Extension from Traprock Street to Ramsey Boulevard in the amount of $44,642.58.

Final construction costs are $25,264.55 (3.6%) greater than the awarded bid.  This cost increase is due primarily to additional work required to remove excess topsoil from the site and to replace it with imported fill material.  Additional soil borings could have helped identify pockets of thicker topsoil during the design phase, but the aditional borings would have resulted in increased design fees.
