Adopt Resolution #19-036 to Approve Reclassifying a Parks Maintenance Worker to Lead Parks Maintenance Worker

Purpose/Background:

The purpose of this case is to ask the City Council to reclassify one current Parks Maintenance Worker to Lead Parks Maintenance Worker.  The Parks Lead Maintenance Worker position has been vacant since January 1, 2017 when the former Lead Worker was promoted to Parks Supervisor.  At that time, staff indicated the Parks Lead Worker positon would need to be filled at a later date.  The reclassification was included as part of the budgeting discussions and is accounted for in the 2019 budget.  This reclassification does not require backfilling the Parks Maintenance Worker position.
 
This  reclassification reflects the City’s desire to maintain an effective organization.  Reclassifying positions, when needed, serves to retain high performing employees and furthers the City's mission to work together to responsibly grow our community, and to provide quality, cost-effective and efficient government services.   

The primary objectives of this position are to assist in providing work direction to Parks Maintenance staff and Seasonal Workers, as well as to perform the duties of a Parks Maintenance Worker.  This person will also oversee the duties of the Ice Rink Attendants and the maintenance of the City’s two outdoor ice rinks. 

Specifically, the Parks Lead duties will include:
  • Work with Human Resources staff to recruit and hire seasonal workers
  • Train seasonal workers and serve as a resource person to answer questions and provide assistance
  • Perform administrative and supervisory activities related to seasonal help
  • Provide work direction for maintenance workers and make field decisions related to City parks in the absence of the Parks Supervisor
  • Provide work direction and support to the temporary Ice Rink Attendants, and along with the Parks Supervisor, make decisions relating to ice rink closings
  • Track on-going park projects and annual maintenance activities
  • Install/construct/maintain parks, grounds and related facilities or equipment
  • Perform or assign landscape/grounds care/forestry/naturalist activities
  • Perform or assign general maintenance activities
  • Perform snow-related activities
  • Perform mechanical building maintenance and repair
  • Perform a wide range of tasks at the verbal or written direction of the Parks Supervisor and Public Works Superintendent

Notification:

As stated, the reclassification listed above were discussed as part of the 2019 budgeting process and have been included in the 2019 City budget.

The position does not require back filling to replace the original position.  
 

Funding Source:

The 2019 funding required for this action has been accounted for in the 2019 budget at approximately $4052 for the reclassification. 
 

Recommendation:

Staff recommends reclassify the current Parks Maintenance Worker, Terry Byron, to Parks Lead Worker, at step 4 of the Lead Parks Maintenance Worker wage scale, which is $29.59 per hour, effective January 23, 2019. 

Action:

Motion to adopt resolution #19-036 to reclassify Mr. Terry Byron to Parks Lead Maintenance Worker, effective January 23, 2019  at step 4 of the Lead Parks Maintenance Worker wage scale, which is $29.59 per hour.
