Title:

Review Sketch Plan for Proposed Commercial and Residential Development (Project No. 19-102)

Purpose/Background:

Paxmar (the "Applicant") has submitted an application for Sketch Plan review for a proposed development project on Outlot A, Rivenwick Village (the "Subject Property"), which is generally located south of Highway 10 and east of Ramsey Blvd.  The Subject Property is just over nine (9) acres in size and is zoned MU-PUD (Mixed Use Planned Unit Development).  The Sketch Plan indicates there would be one (1) commercial lot, a senior living facility (32 units), and thirty (30) single family residential lots.

Observations/Alternatives:

Natural Area(s) and/or Features
The City's Natural Resources Inventory (NRI) indicates that the Subject Property consists entirely of an altered/non-native grassland ('grassland with sparse deciduous trees' per the Minnesota Land Cover Classification System).  Per this classification, it does not constitute a high value natural area nor would it warrant any specific protection.   

There do not appear to be any wetlands or floodplains within the Subject Property.  Tree cover appears to be sparse.  The Applicant will need to either provide a Tree Inventory and Preservation Plan or provide documentation that no significant trees exist on the Subject Property.

Landscaping
A Landscaping Plan will need to be prepared at future steps.  Depending on the density and lot sizes proposed (this information is not provided with this Sketch Plan), the minimum landscaping requirements are not known but would likely be either two (2) front yard trees per unit and/or determined by applying the Canopy Cover Formula.  It would be helpful to get feedback on whether some sort of transitioning should be provided between the senior living units and the detached units to the east.  If the commercial lot develops before the senior living units, then no bufferyard would be required.  However, if the senior living units are developed first, then it appears that some additional plantings may be necessary between the two differing uses.
