Title:
Purpose/Background:
The City Council is responsible for appointing board and commission members to the Economic Development Authority (EDA), the Environmental Policy Board (EPB), the Park and Recreation Commission and the Planning Commission. It should be noted that the Mayor, per Minnesota Statute469.095 has authority over the EDA appointment.
Staff conducted the annual boards and commissions recruitment process for terms beginning April 1, 2019. Vacancies were advertised in the Ramsey Resident, the Anoka County Union, on the City’s website, on QCTV, on the City’s Facebook, and via the City's email notification system.
Board or commission members with terms set to expire on March 31, 2019, were contacted and asked if they desired reappointment or not. If yes, each member submitted a letter of interest and the Chair, Vice-chair or senior member of the respective commission was invited to submit their recommendations.
The City Council reviewed the incumbents' materials and it was the consensus of the City Council to re-appoint the following incumbent members to new terms beginning April 1, 2019.
• Reid Bernard to the Environmental Policy Board for a 4-year full term
• Brandon Sis to the Park and Recreation Commission for a 4-year full term
Per Minnesota Statue 469.095, pertaining to the Mayor’s authority to appoint members to the Economic Development Authority (EDA), Mayor LeTourneau indicated that he will select Ms. Shang Berg to be appointed to the EDA; and by majority consensus, the City Council indicated approval with the Mayor’s selection.
Nine new candidates were interviewed by City Council. By consensus, the City Council recommends the following individuals be appointed to the City's boards and commissions.
•Shang Berg to the Economic Development Authority for a 5-year partial term
•Susan Barnes to the Park and Recreation Commission for a 1-year partial term
•Nathan Barten to the Park and Recreation Commission for a 4-year full term
•Jennifer Shoemaker to the Park and Recreation Commission for a 4-year full term
•Torrey Johnson to the Planning Commission for a 4-year full term
•Eric Peters to the Planning Commission for a 4-year full term

To appoint the following members, effective April 1, 2019:
1) to the Economic Development Authority, Ms. Shang Berg to a term ending March 31, 2024; and
2) to the Environmental Policy Board, Mr. Reid Bernard to a term ending March 31, 2023
3) to the Park and Rec.Commission, Ms. Susan Barnes to a term ending March 31, 2020; and
4) to the Park and Rec.Commission, Mr. Nathan Barten to a term ending March 31, 2023; and
5) to the Park and Rec. Commission, Ms. Jennifer Shoemaker to a term ending March 31, 2023; and
6) to the Park and Rec. Commission, Mr. Brandon Sis to a term ending March 31, 2023;and
7) to the Planning Commission, Mr. Torrey Johnson to a term ending March 31, 2023; and
8) to the Planning Commission, Mr. Eric Peters to a term ending March 31, 2023.
Action:
