Title:
Review Concept Plan for PSD Retail Pad Site
Purpose/Background:
The purpose of this case is to review a potential development by PSD LLC (the "Applicant") on the property on the southwest corner of 147th Ave NW and Armstrong Blvd (the "Subject Property").

- Does the Planning Commission want Staff to get this project to the finish line? If so, Staff will chart a course with future cases on exactly how to get there?
- Are there any red flags in the concept plan?
- Are there questions the Planning Commission wants answered with any future official application?

No notification required as there is not a formal application.
Observations/Alternatives:
The Subject Property
The Subject Property is on the west side of Armstrong Boulevard and is zoned COR. It is guided for commercial use. The subject property is approximately 2.5 acres, which is currently owned by the City of Ramsey. The site is currently vacant.
Proposed Use
The Applicant is proposing two commercial buildings on the subject property, including a building with a patio space on the north side and a commercial building with a drive-thru on the south end. The building on the south piece is proposed to be the first phase of the development, with the north building built sometime into the future. The users for the buildings are not determined at this point. The southern building is approximately 15,000 square feet and the proposed driveway does provide some room for stacking in the parking lot and on the south end of the building.
Staff is working through a purchase agreement with the Applicant for the Subject Property; this is meant as an informal review for the Planning Commission to provide the applicant high-level feedback on the site plan. If the purchase agreement is finalized, the Planning Commission will have the opportunity to review a formal application and full plan set.

Funding Source:
Staff is handling this portion of review as part of normal duties. There is no formal application at this time.
Recommendation:
Staff is looking for general feedback on the proposed layout for the Applicant to move forward with and submit a formal application.
Action:
Provide the Applicant feedback on the proposed site plan.
