Title
Adopt Resolution #19-090 to Hire Temporary Non Benefit Eligible AFSCME Public Works Maintenance Workers
Purpose/Background:
The purpose of this case is to request authorization to hire two temporary non benefit eligible AFSCME Public Works Maintenance Workers to work up to seven months.
Annually, per the AFSCME union contract, the City may hire temporary non benefit eligible employees to work up to seven months. The minimum requirements for these positions are greater than entry level temporary seasonal employees. The Parks worker position requires a commercial driver’s license and the Utilities worker requires advance training.
The process to fill these positions includes an open competitive recruitment, interviews, background checks, pre-employment testing, City Council approval to hire and on-boarding.
Per the AFSCME labor agreement, employees working for up to 7 months will earn 80% of the step one Public Works Maintenance Worker wage. Note, without contract language, employing longer term temporary employees (employees working greater than 67 or 100 days would violate Minnesota Statute 179A.03, subdivision 14 section 6.
