Update Regarding Local Road Funding

The purpose of this case is to review the Council's interest in taking next steps in regard to local road funding options, including the consideration of franchise fees.  Further consideration of the franchise fee option would require the city to conduct additional research, including the following:

• Develop responses to frequently asked questions (FAQs) raised during the march public input meetings.
• Contact local utilities and conduct current revenue analysis based upon number of meters.
• Finalize impact analysis of various road funding options on local properties.
• Draft options for policy to address properties that received assessments over the past 5 years.
• Draft franchise fee ordinance texts and necessary agreements.
• Research options for ballot questions in regard to franchise fees.
• Additional public outreach efforts.

Attached is a timeline for the last time francise fees were adopted by the City of Ramsey in 2003.  This timeline shows that an approxamately 8 month time period was necessary for the adoption and implementation of franchise fees.
