Title
Adopt Resolution #19-111 to Approve Promoting a Streets Maintenance Worker to Lead Streets Maintenance Worker
Purpose/Background:
The purpose of this case is to ask the City Council to promote one current Streets Maintenance Worker to Lead Streets Maintenance Worker. Mr. Lonny Lofgren, the current Lead Streets Maintenance Worker, after 20 years of service to the City, is retiring effective May 31, 2019. This promotion will require the City to backfill the Streets Maintenance Worker position in order to maintain an acceptable staffing level; without backfilling the vacant position, the Street Division would be below its current staffing level. Upon completion of the recruitment for a replacement Streets Maintenance Worker, staff will seek authorization to hire the replacement employee.
The primary objectives of this lead position are to assist in providing work direction to streets maintenance staff and seasonal workers, as well as to perform the duties of a Streets Maintenance Worker. This person will also coordinate with the Public Works Superintendent to oversee our snow removal operations.
Specifically, the Lead Streets Maintenance Worker duties will include:
- Work with Human Resources staff to recruit and hire seasonal workers
- Train seasonal workers and serve as a resource person to answer questions and provide assistance
- Perform administrative and supervisory activities related to seasonal help
- Coordinate with the PW Superintendent to set daily, weekly and seasonal work priorities
- Provide work direction for maintenance workers and make field decisions related to City Street department functions
- Provide input and research PW equipment purchases
- Track on-going street projects and annual maintenance activities
- Install/construct/maintain streets, traffic signs, storm water infrastructure and PW equipment
- Perform or assign general maintenance activities
- Perform a wide range of tasks at the verbal or written direction of the Public Works Superintendent
Observations/Alternatives:
The recruitment for the Lead Streets Maintenance Worker was posted internally from 4/29-5/3/19 and the City received one application from Mr. Shane Turner. Mr. Turner was interviewed on May 7th by Human Resources staff and Grant Riemer the PW Superintendent and is recommended for the Lead Streets Maintenance Worker position.
Shane Turner has been with the Ramsey Street Division for almost 5 years. During that time he has volunteered to take on more responsibility when the opportunity presented itself. This last snow season Shane requested to coordinate the City's snow removal operations to prepare for the pending retirement of Mr. Lofgren, our current Lead Streets Maintenance Worker. Shane did a thorough job of coordinating employees, equipment and keeping the PW Superintendent apprised of his decisions and the status of the operation during the snow events.
This fall Shane will complete his final semester of study at North Hennepin Community College to complete the Public Works Certificate Program. This program is sponsored by the Minnesota Chapter of the APWA (American Public Works Association). This is a two year program that covers the topics of:
- Office and Professional Skills for Public Works
- Public Works Management and Communications
- Public Works Operations and Maintenance
- Public Works Organization and Administration
- Technical Aspects of Public Works
This course is the final step in our Career Ladder Program for Public Works and is considered in the Public Works profession as the first step to be considered for a management track in Public Works.
Funding Source:
The funding to promote Mr. Shane Turner is included in the 2019 budget and represents a savings of $513 when compared to current employee in this position.
Recommendation:
Staff recommends promoting Mr. Shane Turner, a current Streets Maintenance Worker, to Lead Streets Maintenance Worker, at step 4 of the Lead Streets Maintenance Worker wage scale, which is $29.59 per hour, effective June 1, 2019.
