Approve Updated JPA with the Anoka-Hennepin Narcotics and Violent Crimes Task Force

The purpose of this case it to consider approving the updated Joint Powers Agreement between the City of Ramsey and the 9 cities and 1 county which comprise the Anoka Hennepin Narcotics and Violent Crimes Task Force (AHNVCTF) also known as the drug task force. The City of Ramsey joined the AHNVCTF in 2017. The attached JPA defines the agreed upon terms and conditions required for the city of Ramsey to participate in AHNVCTF operations and governance.

In May of 2018 the Ramsey city council approved an updated JPA with the AHNVCTF.  An updated JPA is now being presented for consideration and approval.  The significant change to the JPA was due to the task force governance board approval of a full time task force commander position assigned solely to task force operations.  This commander position is funded by Anoka County at 50 percent and the State Grant at 50 percent.

Attached to this case is the JPA with changes in red text. Changes are limited to pages 2,4, 12 and name changes on signature pages.

A police officer position and assignment to the AHNVCTF was budgeted for in City of Ramsey's approved budget. The updated JPA requires no additional funding or staffing.

Staff reviewed the JPA and recommends approval.
