Title:
Adopt Resolution 19-107 Approving Sign Replacement on Highway 10
Purpose/Background:
Summary
Staff has previously been directed to solicit quotes for an update to two Highway 10 community signs, including the replacement of tenant panels with a large digital display and a refresh of the monument sign with current City branding. Subsequently, the sign adjacent to the Northstar Commuter Rail Station was recently damaged in a motor vehicle accident. The base of the monument sign was damaged and will need to be replaced as part of the larger sign update. Additionally, after the crash, Staff inspected the sign and found that there were some internal modifications required to ensure the sign remains safe post-crash. The below quotes include the cost of rehabbing the base of the sign and required internal items, as well as the installation of a digital display and branding updates. Staff is working with the insurance provider of the driver that damaged the sign to recoup costs related to that incident.
The quotes below also include those for the sign on the corner of Ramsey Blvd and Highway 10, including a branding update, tenant panel refresh so all panels match, and backlighting the sign with internal LEDs.

Staff has also attached the request for quotes that went out to sign companies. Staff reached out to 7 sign companies and received full quotes from 4. Two companies were not able to provide quotes, and one company did not respond post-crash.

Staff has attached a resolution approving the replacement of the signs. Staff has recommended the following:
- Demars Signs for Ramsey Boulevard Sign: Demars Signs was the original sign contractor for both signs and was the second-lowest bid, though the bid included backlighting the signs with LEDs.
- Think Digital Signs for Highway 10 Monument Signs: Think Digital Signs is the lowest quote, and also met with City Staff to discuss the bid. The quote includes a 5 year warranty on parts and 11 x 11 screens. Think Digital Signs uses a Watchfire 16 mm product.
Funding Source:
Both signs are proposed to be funded from the City Facility Fund (current balance $544,500) less any insurance settlement received for the recently damaged Highway 10 monument sign.
Recommendation:
Staff Recommends Adoption of Resolution 19-107 Approving Sign Replacement on Highway 10.
