Title:
Review Site Plan Proposal and Final Plat for Name Brand Self Storage; Case of Josh Peterson (Project #19-120)
Purpose/Background:
The purpose of this case is to review a proposed site plan and associated final plat for Name Brand Self Storage at the property generally known as Outlot A, West Ramsey Industrial Park with the PID 19-32-25-22-0005 (the "Subject Property"). Name Brand Self Storage/Josh Peterson (the "Applicant") has proposed 13 traditional self storage buildings with garage doors (the "Project"). The Subject Property is approximately 8.44 acres and is located on the west side of the City of Ramsey and is zoned E-1 Employment District.
Notification:
Notifications of this proposal were sent via Standard US Mail to Property Owners within 700 feet of the Subject Property, as reflected by Anoka County Property Records. Public hearings are not required for site plan approvals.
Observations/Alternatives:
Zoning
The site is zoned E-1 Employment District and the Applicant has proposed a 13-building self-storage facility onsite. Indoor self storage facilities are a permitted use in the E-1 District. The site will not be serviced by sewer or water services, if utilities were needed in the future, it would likely need to be serviced by a private well and septic system. The proposed site plan appears to meet all the requirements of the E-1 Employment District.
Site Plan
The Applicant has proposed a 13-building site with a 6 foot fence around the site. The site is heavily landscaped along the boundaries. The site does include a large drainage and utility easement for a regional pond on the southwestern portion of the site. The proposed final plat shows the pond encumbered by an easement. The Applicant has requested to use this ponding area for snow storage, which will be allowed by the City so long as the property owner keeps the pond clean and removes any debris post-snow melt.
Parking
The Applicant has proposed 4 parking spaces onsite on the eastern edge of the site, within the proposed fencing. The City requires parking with new development projects, but does not have a portion of the Code that dictates the number of parking stalls required for self storage projects. The City has requested these parking stalls to provide space for maintenance workers, lawn equipment during maintenance, and extra parking in case customers bring two cars to help with a moving process and need somewhere to park the car. The City has requested no parking in the drive aisles, and will have the applicant stripe this area to ensure safe spaces for public safety vehicles.

Staff does not have requirements for buildings roofs or garage doors in the City Code, besides those dictated by State Building Code. Architectural standards allowed in this district are: Face brick, stucco, glass, wood, natural stone, specifically designed pre-cast concrete units whose surfaces have been integrally treated with an applied decorative material or texture, and other material as may be approved by the City. Combinations of such materials shall be permitted. Staff has reviewed NovaBrik and believes that NovaBrik meets the intent of the architectural standards and will appear to look like face brick or stone, and is similar in nature to a pre-cast concrete fabrication. The garage doors are proposed to be blue.

Funding Source:
The Applicant is responsible for all costs associated with review.
Recommendation:
Staff recommends adoption of Resolution #19-150 approving site plan, final plat, and development agreement for Name Brand Self Storage.
Action:
Motion to recommend the City Council adopt Resolution #19-150 approving site plan, final plat, and development agreement for Name Brand Self Storage.
