Title:
Authorization to Hire a Part-time Communications Specialist - Please Note: this case was added to the agenda at the meeting.
Purpose/Background:
The purpose of this case is for the City Council to authorize hiring a part-time Communications Specialist. This position was discussed during the 2026 budget discussions and included in the budget for an April hire date. Information was provided that the new role will provide much needed support to the communications function, including back-up to the Communications Coordinator, which for the most part, does not exist at this time. The prolonged and ongoing workload, in addition to special projects, is unsustainable with only one dedicated communications employee. Additionally, with the Ramsey Resident advertising now being handled by the Communications Coordinator rather than outsourced, advertising revenue now stays in-house. This position is needed to assist with elections and general coverage. Note, with the elimination of the front reception desk, Administrative Services is down one full-time and one part-time employee.
Staff conducted an open competitive recruitment, resulting in several interviews. At this time, Rachel Lahlum has been selected to advance in the recruitment process. Ms. Lahlum passed the necessary pre-employment background checks and is recommended for hire. As an AFSCME employee, Ms. Lahlum will be subject to a six-month probationary period, the AFSCME contract and the Personnel Policy.
The purpose of this position is to assist with day-to-day City communications, including but not limited to social media and website management, ADA compliance, content creation, and cross-departmental support to ensure continuity, consistency and responsiveness across communication platforms. The Communications Specialist will work closely with the Communications Coordinator focusing on implementation, technical execution, as well as departmental assistance.

Funding Source:
The funding required to hire Ms. Lahlum is included in the 2026 budget. With the delayed start date, at step one of the scale, the funding required in 2026 is approximately $19,000.
Recommendation:
To hire Ms. Rachel Lahlum as a part-time Communications Specialist, effective on or near June 15, 2026, at $30.803 per hour, which is step 1 of the 2026 wage scale.
