Discuss Options for Spending Remaining Budget for 2019 Crackseal and Sealcoat Improvements.
Purpose/Background:
Purpose:
The purpose of this case is to discuss options for spending the remaining funds budgeted for 2019 crackseal and sealcoat improvements.
Background:
On June 11, 2019, Staff requested Council authorization to advertise for bids for the 2019 Cracksealing Improvements. At that time, it was discussed that the Public Works Committee recommended that the City Council suspend the City’s annual sealcoat program for one year. Based on this discussion and subsequent actions, a portion of the $500,000 that was budgeted for crackseal and sealcoat improvements in 2019 is not proposed to be expended.
On June 16, 2019, Staff presented a case to the Public Works Committee regarding the unexpended pavement management program funds. While presenting the case it was discussed that the City should attempt to spend the remaining funds budgeted for crackseal and sealcoat improvements in 2019 since the City collected these funds with that goal in mind. Staff said they would present a case to the City Council this evening for the purpose of discussing options for spending as much of the unexpended funds as possible.
Option #1 - Additional Cracksealing Improvements
During the June 16 Public Works Committee meeting, it was discussed that Staff should explore the possibility of completing additional cracksealing in 2019. While reviewing options for completing additional cracksealing in 2019 Staff found the current crackseal project out for bids covers all cracksealing work needed to meet our maintenance schedule, which requires cracksealing 3 years after construction, reconstruction, or overlays, and cracksealing 7 years after construction, reconstruction, overlays, and sealcoats.
Staff did consider a project to only crackseal joints between the bituminous pavement and adjoining concrete curb and gutter where joints had never been cracksealed (the City just started this practice 3 years ago). Staff estimates we could pull together a project with an estimated cost of $75,000 but given the time of year this work would need to be bid immediately for the contractor to even have one week to complete the work after the contract was executed. This is because cracksealing projects are typically completed by the end of August before temperatures start cooling in September. Given the tight timeline for completing more cracksealing work, and knowing that contractor’s plates are full right now, Staff anticipates bids would be twice as high as normal. For this reason, Staff would not recommend completing more cracksealing work in 2019.
Option #2 - Purchase Patching Equipment
This option would allow Public Works to purchase a heated patching trailer for $32,000.00. The additional trailer would allow us to have two crews patching roads, especially in the early spring when we have to travel to St. Paul for hot mix. The new trailer would also have the capability to hold hot mix overnight, so we could potentially reduce the amount of trips needed to get material.
Option #3 - Additional Spray Patching
Public Works could rent additional spray patching equipment and purchase patching materials at an estimated cost of $30,000.00. We average about $18,000 per month on spray patching, and have used $37,000 of our $60,000 budget for 2019. The additional funds should allow patching to continue into September/October. The demand is there.

Funding Source:
The City budgets $500,000 annually for crackseal and sealcoat improvements.
Recommendation:
Staff recommends options #2 and #3. The estimated costs for this is $62,000. Based on the engineer’s estimate of $267,929.82 for the 2019 Cracksealing Improvements, this would result in spending about $330,000 of the $500,000 budgeted for 2019 crackseal and sealcoat improvements. This leaves about $170,000 unspent, which could be applied to 2020 crackseal and sealcoat improvements, assuming the City continues its sealcoat program in 2020.
A case for accepting bids and awarding a contract for the 2019 crackseal improvements is also on tonight's agenda. More will be known about actual unexpended costs once bids are received.
