Title:

Trail Planning – Recommend Future Park Land Dedication West of Mississippi West Regional Park


Background:

Two trail planning activities recently have revealed the need for two relatively small parcels of land south of Hwy's #10 & #169 across from the COR - to allow for the construction of trail facilities.  The first is the August 2011 submission of a grant for the Federal funding for the Mississippi River Trail (MRT).

The second, and somewhat related project was the completion of the schematic design for the pedestrian bridge over the aforementioned highway and it's connection to the MRT.  Both of these future trail projects serve the public best if they can may be planned for by 'touching' the opposite corners of the Hope Fellowship church property immediately west, and northwest of Mississippi West Regional Park.It should be added, that because of the small impact and the connections these trail facilities afford, staff also believes the value of this vacant parcel is benefited at such time as the trails are available.

Attached are three exhibits that show the relationship of the trails and parcels referenced above.  The purpose of this case is to acknowledge for mapping and planning purposes, that these two areas (identified in red) be recommended for acquisition as part of future Park Dedication or by trail easements.

This case does not recommend monetary expenditures.

Motion to recommend that the city identify two portions of the Hope Fellowship property for potential Park Dedication satisfaction at the time of development, or before, to provide for the construction of trail related facilities.
