Adopt Resolution #19-219 Approving Proposals for Topographic Survey and Geotechnical Report for Improvement Project #20-01, Variolite Street Reconstruction

Purpose/Background:

Purpose:
The purpose of this case is adopt Resolution #19-219 approving proposals for completing topographic survey and a Geotechnical Report for Improvement Project #20-01, Variolite Street Reconstruction.

Background:
Attached are copies of the Requests for Proposals issued by City Staff for the requested topographic survey and Geotechnical Report as needed to prepare plans and specifications for Improvement Project #20-01, Variolite Street Reconstruction.

Proposal Summaries


Topographic Survey Request for Proposal
On August 1, 2019 City Staff sent RFP’s to three firms to complete a topographic survey of Variolite Street, from Alpine Drive to 173rd Avenue.  The survey shall extend to the right-of-way and far enough onto adjacent streets to properly match grades with the final road design. The deadline for submittal of proposals was Wednesday, August 21, 2019. The City received two proposals as follows;
 
Hakanson Anderson lump sum total = $12,800
Bolton & Menk lump sum total = $20,620
 
City Staff recommends approving the Hakanson Anderson proposal at a cost of $12,800.
 
 
Geotechnical Report Request for Proposal
On August 1, 2019 City Staff sent RFP’s to four firms for the preparation and delivery of a geotechnical report along Variolite Street from Alpine Drive to 173rd Avenue, including 61 soil borings. The deadline for submittal of proposals was Wednesday, August 21, 2019. The City received three proposals as follows;
 
Terracon Consultants total fee proposal = $19,915*
Northern Technologies total fee proposal = $29,750
Braun Intertec total fee proposal = $42,160
 
*Terracon Consultants proposal did not reflect the Cities desire to complete the soil borings and road corings under traffic. The crews will be on-site 2-3 weeks to complete the work, and Staff does not feel it would be practical to have road closures of Variolite Street for this extended period of time, and that the work may be safely completed with lane shifts and/or flagging operations. Staff reached out to Terracon to confirm the intent of their traffic control unit price but did not receive a response.
 
City Staff recommends approving the Northern Technologies proposal for a total cost of $29,750. Their proposal includes a $25 per lineal foot line item for soil boring additional depth beyond the standard 10-feet.  This may be required to explore noted groundwater concerns and poor soils along the road alignment.

Observations/Alternatives:

Alternatives:
Alternative #1 – Adopt Resolution #19-219 approving proposals from Hakanson Anderson for the topographic survey, and from Northern Technologies Inc. for a Geotechnical Report, for Improvement Project #20-01, Variolite Street Reconstruction.

Alternative #2 – Deny adoption of Resolution #19-219 at this time.

Funding Source:

All costs associated with the work requested in the attached Requests for Proposals shall be paid from Municipal State Aid (MSA) Funds, which has a current balance in excess of $2,500,000.

Recommendation:

Staff recommends Alternative #1.

Action:

Adopt Resolution #19-219 approving proposals from Hakanson Anderson for the topographic survey, and from Northern Technologies Inc. for a Geotechnical Report, for Improvement Project #20-01, Variolite Street Reconstruction.
