Title:

Review Resident Information Card for Council Chambers

Purpose/Background:

Purpose:  The purpose of this case is to continue discussion regarding the comment card relating to citizen input during City Council meetings.

Background:  As Council is aware, there are comment cards in the back of the Council Chambers.  The card welcomes the audience to the Council meeting and describes what the Citizen Input portion of the meeting is as well as what the Consent Agenda is.  There is space for written comment as well as guidelines for addressing the Council.  One of the guidelines listed is that "Comments concerning agenda items will be heard only upon approval of the Mayor.  Comments regarding items not on the agenda may be made at the Citizen's Input section of the agenda."  It was noted by a Councilmember that this language does not exactly mirror what the City's Charter states relating to citizen input.  The Charter states the following:  "During any of its public meetings, the council shall not prohibit, but may place reasonable restrictions upon citizens' comments and questions  .. .. .. .."

As per the City Attorney, the current list of guidelines is fairly standard among cities.  This discussion is an opportunity for Council to determine if they would prefer the language to be amended on the comment cards or if there is agreement that it remain as is.   The comment card is attached for your reference.

Timeframe:

Approximately 15 minutes.

Funding Source:

If it is determined the language should be amended, there will be a cost to printing new cards; however, the cost should be fairly minimal.

To reach a consensus on the comment card language with regard to addressing the Council.
