Title:

Roof Replacement for Old Town Hall

Purpose/Background:

Purpose:
The purpose of this case is to seek council authorization to perform a complete tear off of the existing cedar shingles and replace  roof decking materials, as needed, at the Old Town Hall  located at 14120 Hwy 47.  As part of the repairs some of the fascia and soffit will also  need to be replaced.

Background:
Over the years, there have been several scenarios discussed with regard to the future of the Old Town Hall, they include the following:
  • Complete the restoration of the Old Town Hall at its current location and utilize it for a community meeting place and/or a historical center.  In 2007 the estimate for this scenario was $221,300 and included creating parking and upgrading the private access to a public street.
  • Complete the restoration of the Old  Town Hall and lease the space to a private entity to operate a business out of the location.
  • Move the Old Town Hall from its current location to a new location in a park and complete the restoration at its new location.

Observations/Alternatives:

This case strictly pertains to the the roof repair and not further restoration or relocation plans.  The broader project will be a topic of a future work session discussion.  The roof is in need of replacement to prevent damage to the rest of the structure. The roof was replaced last in 1995 and at that time red cedar shingles were used.  Those shingles are now starting to deteriorate and several holes in the roof are starting to appear.  The attached RFP requires complete removal of the cedar shingles and replacement of any roof decking that may need repair as well.  Staff is recommending replacing the cedar shingles with asphalt architectural shingles to prolong life and eliminate maintenance.  The use of architectural asphalt shingles is allowed and will not affect the building's historical status.  The roof repair is an important investment to prevent further deterioration of the building in order to consider future uses. This investment is not recommended if the Council is considering demolition of the building,

Responses to the RFP are due October 7th at 4:00 pm.  Staff will update the council with the final results of the RFP at the meeting.

Recommendation:

Staff feels that the roof should be replaced at a minimum, to protect the rest of the structure from water damage, until a full restoration plan can be formalized and budgeted for in the future. 

Staff recommends entering into a contract with ____________ to perform the necessary roof repairs to the Old Town Hall as outlined in the RFP.

Action:

 Motion to council to enter into a contract for the amount of  $ ____________with ____________ to perform the necessary roof repairs to the Old Town Hall as outlined in the attached RFP.
