Adopt Resolution #20-011 to Appoint a City Clerk

The purpose of this case is to formally appoint the City’s next City Clerk. 

As the City Council is aware, Ms. Jo Thieling, the City’s former Clerk retired in December after more than thirty years of service. Per the Minnesota Statute 412.151, certain duties are defined as “DUTIES OF CLERK”.  The Administrative Services Department includes the position of the City Clerk.  Over the last two years, the Administrative Services Director, Colleen Lasher has trained with Ms. Thieling related to her duties. Ms. Lasher completed the City Clerks institute in 2019 and is a Minnesota Certified Municipal Clerk (MCMC). 

The Administrative Services Director’s current duties will continue which broadly include, but are not limited to, overseeing staff and functions for humans resources, public records administration/retention, reception desk and communications. 

It should be noted that the City Administrator was previously appointed as the Deputy City Clerk to act on behalf of the City Clerk during times of the City Clerk’s absence.  This appointment will remain in effect until an alternative is adopted.

Motion to Adopt Resolution #20-011 to do the following:

1) Appoint the Administrative Services Director, Ms. Colleen Lasher, as the City of Ramsey’s City Clerk, effective January 14, 2020 enabling her to carry out the duties afforded to the City Clerk per Minnesota Statute 412.151 and for Ms. Lasher to continue the Existing Duties of the Administrative Services Director.
