Adopt Resolution #20-036 Accepting Feasibility Report for 2020 Overlay Improvements, Improvement Project #20-02
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #20-036 accepting the Feasibility Report for 2020 Overlay Improvements, Improvement Project #20-02.
Background:
The street segments proposed to receive overlay improvements in 2020 per the 2020 – 2029 Capital Improvement Program (CIP) are located in the following residential developments:
In general, the conclusions reached within the Feasibility Report are that the pavement sections of the streets proposed to receive overlays in 2020 per the current CIP are too thin and are not in good enough condition to support standard mill and overlay improvements. Therefore, the proposed improvements are not feasible or cost-effective from an engineering standpoint, and Staff does not support construction of the 2020 bituminous pavement overlays as identified within the current CIP. These streets would be most cost-effectively maintained by reconstructing them with a full-depth reclamation project after their PASER ratings fall to a rating of 3 or below. Instead, Staff recommends preparing an amended Feasibility Report for proposed 2020 mill and overlay improvements under City Improvement Project No. 20-02A including mill and overlay improvements on the streets within Business Park 95 and Regency Pond 1st, 2nd and 3rd Additions.
The streets in Business Park 95 are currently proposed for mill and overlay improvements in 2024 per the 2020 - 2029 CIP. However, they are exhibiting significant pavement stripping issues and will therefore require extensive patching in 2020 and beyond if mill and overlay improvements are not completed in 2020. See attached pictures. The estimated costs for these improvements total $500,000 which could be funded using $250,000 reallocated from the 2020 sealcoat funds, and $250,000 from funds previously identified for 2020 overlay improvements.
The Regency Pond 1st, 2nd and 3rd Additions are currently proposed for mill and overlay improvements in 2022 per the 2020 - 2029 CIP. These streets were constructed between 1996 and 1998, have PASER ratings of 6 and 7, and are excellent candidates for mill and overlay improvements. Estimated costs for these improvements total $525,000.
Staff therefore requests Council approval of the attached Feasibility Report. Another case will request authorization to prepare a new Feasibility Report to explore the feasibility of mill and overlay improvements on the streets within Business Park 95 and Regency Pond 1st, 2nd and 3rd Additions. These actions are necessary to follow the Chapter 429 process allowing for the use of Special Assessments to pay a portion of the costs.

Funding Source:
The draft Feasibility Report was prepared in-house as part of Staff’s normal duties, as would the new Feasibility Report.
The 2020 pavement mill and overlay improvements are proposed to be funded through the Road Reconstruction/Overlay Fund, which has a current balance of $811,000. However, the 2019 street reconstruction projects are also utilizing this funding source and have approximately $35,000 in outstanding obligations so the amount available to fund 2020 pavement mill and overlay improvements is approximately $775,000.
