Authorization to Enter Into a Contract for Architectural and Engineering Services for a New Public Works Facility

| Purpose: The purpose of this case is to receive council authorization to enter into a contract with Oertel Architects to provide architectural and engineering services for the design of a new City of Ramsey Public Works facility. The scope of their duties will include schematic design/final design of the new PW campus, preparing construction documents and participating in the bidding and award phase of the project, as outlined in their proposal. During the construction administration phase Oertel will work closely with city staff, and our construction manager (RJM) to oversee the actual construction of the building. Background: The city of Ramsey has long planned for a new public works facility and added it to our Capital Improvement Plan (CIP) in 2006. The land was secured in 2008 by the purchase of the former Bury Carlson site. That purchase was finalized in 2013 and the BKV Group was hired in 2015 to perform a space needs study. This study would be used to determine the size of facility needed to serve the PW department's needs for now and into the future. The size of the current facility is 32,000 sq.ft which consists of 3 separate buildings, with offsite equipment storage spread out over 3 additional sites. The space needs study determined that the new facility should be sized at approximately 66,000 sq. ft or more than double our current size. The new facility would allow all personnel and equipment to be located under one roof. It is anticipated that the existing buildings will be re-used as storage facilities for PW and the police department. The current utilities department, which is the smallest of the 3 buildings, will be redesigned and used as a future recycling center. The new PW facility will be designed to serve the needs of the PW department for the next 30-50 years. |

Observations/Alternatives:
| On December 13th, 2019 the city issued a Request for Proposals (RFP) for architectural/engineering services for he new public works facility. Eight firms requested plans, with four firms submitting proposals at the deadline on January 10th, 2020. The City Administrator, City Engineer, Public Works Superintendent and Brad Barickman from RJM Construction Management Services met on January 17th, 2020 to vet and rank the four proposals. The top 2 firms selected after that process were Oertel Architects and HCM Architects. The final criteria for selection was based on experience in designing public works facilities, construction time line and estimated cost for their services. At the January 28th,2020 City Council work session, the top 2 firms were interviewed by council, staff and Brad Barickman our construction manager from RJM Construction. After discussion within the group the consensus was to move Oertel Architects ahead for final consideration. Oertel's proposed fee is a not to exceed amount of $585,491.20 for the services outlined in their proposal. |
Funding Source:
Funding for architectural/engineering services will come from the facility fund. An amount of $1,000,000.00 has been earmarked from this fund for the new PW campus.
Recommendation:
Staff recommends entering that the city Council authorize staff to enter into a contract with Oertel Architects for architectural/engineering services for the new Public Works Facility, in an amount not to exceed $585,491.20, subject to the review and approval of the contract by the City Attorney.
