Title:
Adopt Resolution #20-056 Approving Riverstone Preliminary Plat Extension
Purpose/Background:
The purpose of this case is to review a proposal from Capstone, LLC (the "Applicant") to extend the Riverstone Preliminary Plat (the "Project") three (3) years.
Notification:
No notification is required to extend a preliminary plat; however, there has been significant notification of this project both at time of revision of preliminary plat (notice sent to property owners within 700 feet of the site), as well as an open house in late 2019, and notice sent for Riverstone 4th Addition Final Plat (most recently).
Observations/Alternatives:
Summary
This was a request that was submitted with the revised preliminary plat previously approved by the City Council in early 2020, but was errantly left off of the preliminary plat resolution. Preliminary plat approvals are valid for one (1) year, and with previous Riverstone approvals, staff has brought back forward for extensions each year. The project is well underway, and was recently approved for its 4th Addition. In order to reduce the number of individual extensions and approvals for this project, Staff and the Applicant are in favor of a three (3) year extension.
The Applicant will still be required to bring forward any final plat (or phase) for City Council approval. This approval would lock in the preliminary plat approved by City Council in February 2020 for three (3) years. This preliminary plat approval included 267 detached units, and the removal of attached 4 unit townhome buildings, which were replaced by less dense detached products.
Alternatives
Alternative 1: Adopt Resolution #20-056 and extend the preliminary plat approval for three (3) years. This is a typical request with a subdivision of this scale. Riverstone Addition contains 267 units and is a phased development project. Typically, developers will phase developments that are this large in order to build a reasonable number of homes and sell those homes as they build. Riverstone is on its 4th Addition at this time. Extending the preliminary plat will still require that the Applicant comes forward with Final Plat plans for approval at each future stage, but will create a more efficient process overall so that the preliminary plat does not need to be extended after each year. Staff is supportive of this alternative.

This is a reasonable request for this project, and staff is supportive of the request to improve efficiencies in the future and present final plat plans. Denial of the resolution will not halt the project, but will require that the preliminary plat is extended in another year, or with a future phase of development. Staff is not supportive of this alternative.

The Applicant is responsible for all costs associated with review.
Recommendation:
Staff recommends adoption of Resolution #20-056.
Action:
Motion to adopt Resolution #20-056 extending the preliminary plat approval for Riverstone for three (3) years.
