Title:

Review Proposed Floor Plan for Single Family Dwelling in the Ramsey Town Center 10th Addition

Background:

The City has received a proposed floor plan for the Ramsey Town Center 10th Addition for a model that has not yet been constructed in the Development.  Buildings in this development (The COR) are subject to the Design Guidelines for The COR which have been incorporated into the City's Zoning Ordinance by reference.

Notification:

None required.

Observations:

The City Council briefly discussed the topic of Design Guidelines in a recent Work Session.  The issues addressed by builders are illustrated by the attached floor plan and email submitted by Dean Willenbring of Re/Max Results, who submitted the attached floor plan.  Mr. Willenbring has submitted some feedback based on Staff response to the floor plan.  Mr. Willenbring's response is attached.

The issue the City is attempting to rectify is to identify which original requirements in regards to design standards are included in the Design Guidelines and which design standards existed under private covenants recorded or proposed to be recorded on the individual properties.  This has an impact on what the City is legally able to enforce.

The builder desires to construct a single-family home in the very near future.  Given the time constraints, Staff placed this item for discussion on the Work Session.  Staff will be prepared to provide a more detailed analysis at the Work Session.  At minimum, Staff recommends the addition of brick or stone on the front facade, which is supported by the proposed builder.

The request for review is being handled as part of regular staff duties.
