Title:
Adopt Resolution #20-078 Re-appointing Board and Commission Members
Purpose/Background:
The purpose of this case is to re-appoint members to the City's Boards and Commissions.
The City Council is directly responsible for appointing board and commission members to the Environmental Policy Board (EPB), the Park and Recreation Commission and the Planning Commission, as well as ratifying the Mayor's appointment to the Economic Development Authority (EDA) as per Minnesota Statute 469.095.
Board or commission members with terms set to expire on March 31, 2020, were contacted and asked if they desired reappointment or not. If yes, each member submitted a letter of interest and the Chair, Vice-chair or senior member of the respective commission was invited to submit their recommendations.
The City Council reviewed the incumbents' materials and it was the consensus of the City Council to re-appoint the following incumbent members to new terms beginning April 1, 2020.
• Michael Valentine to the Environmental Policy Board for a 4-year full term
• Michael Hiatt to the Environmental Policy Board for a 4-year full term
• Bruce Anderson to the Planning Commission for a 4-year full term
Per Minnesota Statue 469.095, pertaining to the Mayor’s authority to appoint members to the Economic Development Authority (EDA), Mayor LeTourneau indicated that he will select Mr. Richard (Scott) Cords to be re-appointed to the EDA; and by consensus, the City Council indicated approval with the Mayor’s selection.
• Richard (Scott) Cords to the Economic Development Authority for a 6-year full term
With these appointments there are still remaining vacancies on the City's boards and commissions. Due to the COVID-19 situation, remote interviews are scheduled for May 5, 2020 beginning at 5:30 p.m.

Funding Source:
Funding for the City's boards and commissions is included in the 2020 General Fund Budget; therefore, there are no additional budgetary implications associated with making the recommended re-appointments.
Recommendation:
To re-appoint the following members, effective April 1, 2020:
1) to the Economic Development Authority, Mr. Richard (Scott) Cords to a term ending March 31, 2026; and
2) to the Environmental Policy Board, Mr. Michael Valentine to a term ending March 31, 2024; and
3) to the Environmental Policy Board, Mr. Michael Hiatt to a term ending March 31, 2024; and
4) to the Planning Commission, Mr. Bruce Anderson to a term ending March 31, 2024.
Action:
Motion to adopt resolution #20-078 re-appointing the following board and commission members, effective April 1, 2020:
1) to the Economic Development Authority, Mr. Richard (Scott) Cords to a term ending March 31, 2026; and
2) to the Environmental Policy Board, Mr. Michael Valentine to a term ending March 31, 2024; and
3) to the Environmental Policy Board, Mr. Michael Hiatt to a term ending March 31, 2024; and
4) to the Planning Commission, Mr. Bruce Anderson to a term ending March 31, 2024.
