Title

Adopt Resolution #20-097 Supporting the Expansion of Rum River Central Regional Park

Purpose/Background:

Purpose:
The Purpose of Adopting Resolution #20-097 is to support Anoka County Parks in their application to Metropolitan Council in the expansion of Rum River Central Regional Park in Ramsey, by adding to it, two smaller County Parks in St. Francis and Anoka.  Additional detail is included in the attachments.

Background/Status Summary:
The subject of this case includes the 343 acre existing park within the City of Ramsey in the northeast corner of the community.

As of this case preparation, the playground is being replaced by the County and should be completed in the next weeks.  Additionally the County acquired the 18055 Roanoke parcel (near the park entrance), and have sold the house and attached garage which will be moved off-site. The County will keep the separate garage for storage and will restore the rest of the parcel, consistent with park use.  At this time, there are no other improvements within the County's 5 year Capital Improvement Plan for Rum River Central Regional Park in Ramsey.  (Certain redevelopment/rehab is tentatively planned to occur within 10 years, however, there is not a solid timeline for this maintenance activity like pavement resurfacing etc.) 

 

 

Notification:

If Anoka County's application to expand Rum River Central Regional Park is approved by Metropolitan Council, the County will update the Master Plan and involve the local affected jurisdictions and the public.

Observations/Alternatives:

There are no known reasons that supporting the expansion of the Regional park would be deleterious to the City of Ramsey in any way.

Funding Source:

No investment by Ramsey is implicated in approving Resolution #20-097, and expanding the park will increase the prominence of Rum River Central Park within the 7 County Metropolitan system—potentially, resulting in improved funding for redevelopment or future improvements.

Recommendation:

Staff supports the adoption of Resolution #20-097.

Action:

Motion to Adopt Resolution #20-097.
