Title:
Adopt Resolution #20-186 Temporarily Suspending Enforcement of Off-Premise Advertising on Dynamic Display Signs
Purpose/Background:
The purpose of this case is to consider suspending enforcement of the restrictions on off-premise advertising on dynamic display signs. Off-Premise Advertising essentially converts an on-premise sign to a billboard, currently restricted by City Code.
Since the beginning of the COVID-19 Pandemic, the City has granted temporary relief and assistance to local businesses in a variety of categories. Similar to the current request, the City has previously suspended enforcement of temporary signs as it relates to duration of placement of temporary signs.
The current request is to allow dynamic display signs within the City to display advertising for business that occurs on other property in Ramsey. This would only be in effect during the Governor's Peacetime Emergency Declaration.

Observations/Alternatives:
This request is triggered by a complaint received by the City about advertising for a business located at 7533 Sunwood Dr NW advertising on a sign located at 8020 147th Ave NW.
Any sign owner desiring to advertise off-premise messaging would need to secure a Temporary Sign Permit from the City as well as any permits from MnDOT if applicable.

Recommendation:
Staff is comfortable with the temporary exemption for off-premise advertising for Ramsey Businesses.
Action:
Motion to adopt Resolution #20-186 temporarily suspending enforcement of off-premise advertising regulations for dynamic display signs.
