Title:
Consider Expansion of Alpine Park's Off-leash Area—a 2020 Parks Capital Improvement
Purpose/Background:
This case requests authorization of a 2020 Capital Improvement Plan for improvements for Alpine Park's Off-leash area. The Park and Recreation Commission heard a proposal by resident(s) to expand the off-leash area at Alpine Park in March of 2020, and then met again at the park in October to inspect the project, and then subsequently recommended the expansion move forward for City Council consideration at the Commission's November regular meeting.
Notification:
The proposed off-leash area project was subject to a Public Hearing as part of the adoption of the 2020-2029 CIP, and included as part of the Park and Recreation Commission's agenda in several months within 2020.
Observations/Alternatives:
Commission discussion on this CIP project began in 2020 with a Ramsey resident attending the Commission's March meeting to advocate for a particular improvement for the off-leash area of Alpine Park. Her summary memo to this affect is attached. At the June meeting, the Commission discussed meeting at Alpine Park in October to fully consider that proposal, which did occur. Resident Susan Brockman presented her proposal again at this meeting, with Commission members discussing various aspects and options for the proposed improvements.
In summary, staff feels that the proposed expansion of the off-leash area to the west of the existing area with three custom gates may be completed for $14,000. Also discussed was lighting, as part of this same project. Staff does not have detailed plans for what this may consist of, but feels that effective solar lighting may be developed subsequent to the completion of the fencing for less than $5,000.
An Alternative to authorizing this project is a motion to deny, or direct Staff to refine the proposal in some manner.

Funding Source:
The Capital Improvement work sheet identifies the proposed funding source as the Landfill Trust Fund.
Recommendation:
The Park and Recreation Commission and Staff recommends City Council authorize this project, consisting of an expansion of the off-leash area at Alpine Park, with solar lighting at a not-to-exceed cost of $20,000, for implementation in 2020 if possible, or Spring of 2021 if Winter conditions do not permit earlier construction.
Action:
Based upon discussion, motion to authorize a not-to-exceed amount of $20,000 for the expansion of Alpine Park's off-leash area to include aspects of solar lighting.
