Adopt Resolution #21-081 Appointing and Re-appointing Board and Commission Members

The purpose of this case is to appoint and re-appoint members to the City's Boards and Commissions.

The City Council is responsible for appointing board and commission members to the Economic Development Authority (EDA), the Environmental Policy Board (EPB), the Park and Recreation Commission and the Planning Commission. It should be noted that the Mayor, per Minnesota Statute 469.095 has authority over the EDA appointment.

Staff conducted the annual boards and commissions recruitment process for terms beginning April 1, 2021.  Vacancies were advertised in the Ramsey Resident, the Anoka County Union, on the City’s website, on QCTV, on the City’s Facebook, and via the City's email notification system. 

Board or commission members with terms set to expire on March 31, 2021, were contacted and asked if they desired reappointment or not.  If yes, each member submitted a letter of interest and the Chair, Vice-chair or senior member of the respective commission was invited to submit their recommendations.

The City Council reviewed the incumbents' materials and it was the consensus of the City Council to re-appoint the following incumbent members to new terms beginning April 1, 2021.

• Jane Covart to the Environmental Policy Board for a 4-year full term
• Jennifer Leistico to the Park and Recreation Commission for a 4-year full term
• Cheri Gengler to the Planning Commission for a 4-year full term

Nine new candidates were interviewed by City Council.  By consensus, the Mayor and City Council recommend the following individuals be appointed to the City's boards and commissions. 

• William MacLennan to the Economic Development Authority for a 6-year full term
• Rachal Johnson to the Economic Development Authority for a 3-year partial term
• Michael Olson to the Economic Development Authority for a 2-year partial term

• Dean Olson to the Park and Recreation Commission for a 4-year full term
• Brian Walker to the Park and Recreation Commission for a 2-year partial term
• Andrew Dunaway to the Planning Commission for a 4-year full term
• Brian Walker to the Planning Commission for a 2-year partial term
 

Funding for the City's boards and commissions is included in the 2021 General Fund Budget; therefore, there are no additional budgetary implications associated with making the recommended appointments.

To appoint the following members, effective April 1, 2021:
1) to the Economic Development Authority, Mr. William MacLennan to a term ending March 31, 2027; and
2) to the Economic Development Authority, Ms. Rachal Johnson to a term ending March 31, 2024; and
3) to the Economic Development Authority, Mr. Michael Olson to a term ending March 31, 2023; and
4) to the Park and Rec.Commission, Mr. Dean Olson to a term ending March 31, 2025; and
5) to the Park and Rec. Commission, Mr. Brian Walker to a term ending March 31, 2023; and
6) to the Planning Commission, Mr. Andrew Dunaway to a term ending March 31, 2025; and
7) to the Planning Commission, Mr. Brian Walker to a term ending March 31, 2023.
 

Motion to adopt resolution #21-081 appointing the following board and commission members, effective April 1, 2021:

2) to the Economic Development Authority, Ms. Rachal Johnson to a term ending March 31, 2024; and
