Title
Adopt Resolution #21-103 Approving Final Plat and Development Agreement for Wirz Addition (Project No. 21-106); Case of Cynthia Wirz
Purpose/Background:
The City has received an application for Minor Plat from Cynthia Wirz (the "Applicant") to complete a lot split at 5535 149th Lane NW (the "Subject Property"). In the 1990s, utilities (sewer and water) were installed and the Subject Property was assessed for the stubs for a second lot. Thus, utilities are already in place for the proposed new, buildable lot.
Notification:
The City attempted to notify Property Owners, as reflected in the Anoka County Property Records, within 700 feet of the Subject Property of the request.
Observations/Alternatives:
The Subject Property is zoned R-1 Residential (MUSA) and is approximately 0.84 acres in size. The surrounding parcels are all also zoned R-1 Residential (MUSA) and range in size from 0.26 acres to 0.84 acres. Both resulting lots from this Minor Plat will comply with all bulk standards of the zoning district. Both the existing home and the proposed new house pad meet or exceed all applicable setbacks.
As previously noted, when utilities were installed in the 1990s, water and sewer stubs were provided foreseeing a likely lot split of the Subject Property. Staff has confirmed that that assessment was fully paid (thus, no trunk fees required with this plat).
As of the writing of this case, Staff has received one inquiry about the proposed subdivision. There were no objections raised; the caller simply wanted to know what was being proposed (single family residence).
Alternatives
Alternative 1: Adopt Resolution #21-103 approving the Final Plat and Development Agreement for Wirz Addition. The proposed Minor Plat creates one new, buildable lot that will be served by municipal water and sanitary sewer. Both resulting lots meet or exceed all bulk standards of the R-1 Residential (MUSA) District. Staff supports this alternative.
Alternative 2: Do not approve the Minor Plat. The project results in two fully compliant lots. It was envisioned that the Subject Property would eventually be subdivided (based on the fact that a second set of water/sewer stubs were provided). Staff does not support this alternative.

The Applicant is responsible for all costs associated with this request.
