Title

Adopt Resolution #21-167 Outlining Code Enforcement Action Plan for 17646 St. Francis Blvd NW

Purpose/Background:

Planning is seeking authorization to enforce City of Ramsey Code violations and hire contractor for 17646 St Francis Blvd NW. The Subject Property has a history of City Code violations dating to 2009 regarding off street parking, outdoor storage of abandoned or inoperable vehicles, public nuisance, and work without a permit. This property has taken significant staff time in enforcement. Currently, the property has a garage that appears to be hazardous, and Staff is seeking authorization to:
  • Fully inspect the property and remove nuisances after 14 day time period.
  • Declare the detached garage a hazardous structure and begin the process for removal per Code and State Statute requirements.

No notification is required. 

Observations/Alternatives:

Open violations are dated 2009 and 2018 regarding Ramsey City Code violations to off street parking, outdoor storage of abandoned or inoperable vehicles, public nuisance, and work without a permit. The Subject Property is 2.5 acres and allowed eight (8) items in accordance with City Code Section 117-355 regarding off-street parking. Subject Property has exceeded limit of unlicensed/inoperable vehicles on the property during last on-site inspection in July 2019. Subject Property has a dilapidated garage at the front of the property with a caving roof. Photo evidence of the garage state has been taken from roadside inspections. Property Owners disagree with accessory "hoop" building violations; as a result, the Property Owners refuse to remove the accessory structures. City of Ramsey Staff request authorization to enforce Ramsey City Code and hire a contractor to tear down the hazardous building. 

Funding Source:

Staff handles all Code Enforcement cases as part of their regular duties. 

Recommendation:

Staff recommends motion to adopt Resolution #21-167 approving code enforcement action plan for the Subject Property.
