Title:

Consider Recycling Program Funding for 2022

Purpose/Background:

The purpose of this case is to get initial feedback from the Environmental Policy Board (EPB) on potential funding opportunities for the recycling program in 2022.  The City's recycling program is funded through the Select Committee On Recycling and the Environment (SCORE) program.  Annually, the City must submit a funding request to Anoka County for SCORE funds for the upcoming year.  Typically, each community is allocated base funding of $10,000, plus $5.00 per household.  In 2021, Ramsey's base funding allocation, along with enhancement funding (drop off recycling, organics recycling, and general enhancement) was $41,650. 

 

Observations/Alternatives:

While the numbers have not yet been finalized for 2022, it is assumed to be fairly consistent with funding categories for 2021.  However, with the new Public Works Building almost complete, there will be some space in one of the existing Public Works buildings that will be available for recycling purposes.  Thus, this potentially creates an opportunity to access additional funding via the Supplemental Funding category.

Staff is contemplating how best to utilize this soon to be vacant space.  One potential option is the creation of a 'mini' recycling center where residents could have the ability to drop off certain items that aren't accepted through the curbside program (e.g. appliance, electronics, etc.).  This option may assist with reducing the dependency on the City's spring and fall recycling events to proper disposal of these items.

Before beginning to research the possible logistics of this (equipment needs, payments, etc.), Staff wanted to gather any input and feedback the EPB may have on this.  If the EPB is supportive of this concept, than this provides an opportunity for input on acceptable materials/items as well.  

Funding Source:

All aspects of the City's recycling program are addressed with SCORE funding.

Action:

Provide feedback to Staff on the concept of a 'mini' recycling center within one of the soon to be vacant Public Works buildings.
