Title
Adopt Resolution #21-224 Accepting Geotechnical and Survey Proposals for 2022 Pavement Management Program Projects
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #21-224 accepting geotechnical and survey proposals and awarding contracts for 2022 pavement management program projects.
Background:
On July 13, 2021 the Ramsey City Council adopted Resolution #21-194, ordering Staff to request proposals for topographic surveys and geotechnical evaluations for 2022 Pavement Management Program projects. The updated 2022 – 2031 10-Year Capital Improvement Plan (CIP) has not yet been approved by City Council, but to solicit bids this winter, Staff needs to begin designing the projects and preparing plans. Topographic surveys are essential to locate all existing site features and to create an existing ground surface, used as the base for designing the project.
Quotes received with the survey proposals are shown below.
Hakanson Anderson submitted the lowest total responsible quotes. Based on the submitted quotes, Staff recommends accepting the proposals for Sunwood Drive & Waco Street, Autumn Heights, Wood Pond Hills 2nd – 5th, and The Ponds of Ramsey topographic surveys from Hakanson Anderson.
Hakanson Anderson is required to complete their work by September 10, 2021, which will allow Staff to complete design work for these proposed improvements in time for winter bidding.
Geotechnical Reports inform Staff of subsoil conditions, which is essential when designing the pavement section for the reconstructed streets. Also included are groundwater elevations and support capabilities of the soils for utilities and trenches, as well as associated backfilling recommendations.
