Title:
Approve Joint Fire Services Study Group
Background:
A meeting was held with the Cities of Nowthen, Oak Grove, St. Francis and Ramsey to discuss a possible joint fire service between the cities. The City of Bethel was also invited to the meeting; however, they were unable to attend. The meeting included a presentation by Fire Chief Kapler regarding the various existing joint fire services in the Metro Area. Mayor Ramsey and City Administrator Ulrich also represented Ramsey at that meeting. There was a consensus of the group to move ahead and recommend to their respective cities to appoint members to a formal study group to continue the exploration process.
The charge of the group would be to study the feasibility of developing a joint fire service organization that would service multiple western Anoka County communities in a cost-effective manner. The appointed members would be analyzing the benefits of a joint fire service and potential barriers to implementation. The study group would provide a written report back to the participating communities on the findings of their study with a recommendation on how to proceed, no later than April 1, 2012.
Staff has drafted a resolution for Council consideration that would establish a joint fire services study group. The resolution lists the objectives of such group as well as appoints members to represent the City of Ramsey.

Staff is recommending Council adopt the resolution establishing a joint fire services study group as well as name representatives to be appointed to the group.
