Title
Authorization to Promote the Lead Streets Maintenance Worker to Streets Supervisor
Purpose/Background:
The purpose of this case is to request the City Council authorize promoting Mr. Shane Turner to the position of Public Works Streets Supervisor.
Background: The Public Works Department has four divisions: Building, Parks, Streets, and Utilities. Three of the four divisions (Building, Parks, and Utiliites) have a supervisor leading the division. The Streets Division has a Lead Worker position, but not a Supervisor. However, within the limitations of AFSCME, Mr. Turner has been performing many supervisory related duties for some time now. This includes overseeing snow removal operations, equipment training for PW employees, assisting with the hiring process for new employees, as well as giving input on performace and other employment issues, when needed.
Mr. Turner was hired in 2014 as a Streets Maintenance Worker and was reclassified in 2019 to Streets Lead Worker. Mr. Turner earned several LEAD Acadamy Certificates (Public Sector Supervisory Courses) and earned his American Public Works Association - Public Works Certificate.
Staff recommends Mr. Turner for the Streets Supervisor position.

Funding Source:
The net funding required for this action has been included in the 2022 budget and is estimated to be $3,453.
Recommendation:
Staff recommends promoting Mr. Shane Turner as the new Public Works Streets Supervisor, a non-union, non-exempt position, effective January 1, 2022, at step 2 of the 2022 pay scale; subject to a 6 month probation.
Action:
Motion to authorize contingent upon approval of the 2022 general fund budget including this action, the promotion of Mr. Shane Turner to Public Works Streets Supervisor, a non-union, non-exempt position, effective January 1, 2022, at step 2 of the 2022 pay scale; subject to a 6 month probation.
