Title
Adopt Resolution #22-026 Granting Final Plat Approval of River Crossing Second Addition (Project No. 22-102); Case of City of Ramsey
Purpose/Background:
A contingency of the Riverstone South Preliminary Plat approval was the extension of Riverdale Drive NW west to Bowers Drive. The Riverdale Drive extension impacts two parcels owned by Anoka County lying west of Llama Street and south of Highway 10 (PID #s: 29-32-25-24-0005 and 29-32-25-24-0006; legally described as Lots 1-2, Block 1 River Crossing Addition, the "Subject Properties").
This proposed Final Plat creates the necessary eighty (80) feet of public road right-of-way for the westward extension of Riverdale Drive. This extension of Riverdale Drive is needed to provide safe access to westbound Highway 10 for existing and new residents west of Llama Street via the Armstrong Boulevard interchange. The Bowers Drive access to Highway 10, as well as the Highway 10 median crossover at Bowers Drive, will be removed as part of the Riverdale Drive extension project in late summer/fall of 2022. Riverdale Drive will form the new access to Highway 10, with Bowers Drive teeing into Riverdale Drive south of Highway 10. However, traffic will be allowed to turn right onto eastbound Highway 10, though access will also be available at the Armstrong Boulevard interchange.
Municipal utilities will also be extended along this corridor in late spring/summer of 2022 under a separate improvement project, Improvement Project #22-05.
This Plat does not create any new, buildable lots; it's only purpose is to secure the necessary right-of-way and stormwater ponding area for the extension of Riverdale Drive.

Notification:
The City attempted to notify all property owners, as reflected in the Anoka County Property Records, within 700 feet of the Subject Property of the request by U.S. Mail. The Public Hearing notice was also posted in the City's Official Newspaper, the Anoka County UnionHerald.
Funding Source:
The hard costs for this case are being charged to the Riverstone South escrow, as that project is driving the need to process this Plat.
City costs to purchase the required right-of-way and stormwater ponding area total $430,836.33. A portion of these costs are required to pay back RALF Funds used by Anoka County to purchase the southern parcel. City costs are proposed to be paid using a combination of Stormwater Funds and Anoka County HRA funds per attached Resolution #21-185 and the attached certificate of approval for Anoka County HRA funding.
