Adopt Resolution #22-040 Approving Plans and Specifications and Authorizing Advertisements for Bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive
Purpose/Background:
Purpose
The purpose of this case is to adopt Resolution #22-040 approving plans and specifications and authorizing advertisements for bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive.
Background:
The extension of Riverdale Drive between Llama Street and Bowers Drive is needed to support development in the area. In the Spring of 2022, Capstone Homes plans to begin construction on the first phase of Riverstone South, a 244-unit residential development east of Bowers Drive and south of U.S. Highway 10/169. Commercial development is also proposed in the area between U.S. Highway 10/169 and the proposed extension of Riverdale Drive. These developers will pay trunk utility fees at the time they develop to replenish the trunk utility funds, which will pay for the majority of these trunk utility improvements.
Improvement Project #22-05 proposes to construct the trunk municipal utilities (sanitary sewer and watermain) along the proposed extension of Riverdale Drive NW between Llama Street NW and Bowers Drive, along with the required storm sewer improvements. As discussed previously, the trunk utility improvements are proposed to be constructed ahead of the street improvements project (Improvement Project #20-05) to better facilitate the proposed construction schedule for Riverstone South. This prevents the trunk utility plans from needing to follow the same MnDOT LPP plan review process as the street improvement plans, thereby allowing the utility improvements to be bid and constructed earlier and to minimize the construction schedule for Improvement Project #20-05.
This project is expected to take around 8 weeks to construct, including the lift station within the Riverstone South plat. Staff will work to properly coordinate this trunk utility work with the developer’s private utilities work.
Construction is proposed to start in mid-May, depending on weather and Contractor availability. Construction is anticipated to be complete by August. This schedule is dependent on bids being authorized tonight, and a contract for construction being awarded in late March. At that time, the contractor may then order their materials. Delivery of construction materials, especially utility pipes and appurtenances, has recently been taking up to several months to be delivered to the project site. For this reason, Staff did not wait to present plans to the Public Works Committee to request a recommendation for City Council approval as is normally the case.

Upon receiving Council authorization this evening, advertisements will be published in the Anoka Union Herald and in Finance & Commerce on Friday, February 11th, and Friday, February 18th, 2022, as required per State Statute.
This project will also be advertised and bid electronically through QuestCDN. Bolton and Menk will administer bids per their proposal.

Observations/Alternatives:
Alternative #1 – Adopt Resolution #22-040 approving plans and specifications and authorizing advertisements for bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive.
Funding Source:
Pursuant to Resolution #21-305, Bolton and Menk, Inc. (BMI) prepared final plans and specifications for this project at a not to exceed cost of $188,070, which included an alternate fee to prepare plans and specifications for constructing a watermain loop between the south and north sides of Highway 10 in the area of Puma Street. This loop is included in the City’s Comprehensive Water Supply Plan, and Council approved adding this design to the plans. BMI's plan preparation and bid administration fees, along with other administrative, engineering, finance and legal fees, is included in the indirect project costs.
Below are BMI’s opinion of probable construction costs for Improvement Project #22-05 based on their current plans, which are purposely not attached to this case to prevent anyone from using the plans to submit a bid outside of the QuestCDN process.

Again, a recommendation from the Public Works Committee was not requested for this project due to the need to advertise this project as soon as possible to accommodate the long lead time currently being observed between ordering utility pipes and appurtenant materials and the delivery of such materials.
