Title:

Approve the Replacement of the River's Bend Park Monument

Purpose/Background:

The purpose of this case is to authorize the replacement of the entrance monument at River's Bend Park that was removed due to significant decay in 2020.

Observations

In September 2019, the Park and Recreation Commission recommended proceeding with the replacement of the park entrance sign at the park.  In February 2022, the Public Works Committee (PWC) approved the monument's *design and scope for the purposes of obtaining quotes for the replacement of the large sign, originally constructed in 1989. Following direction from the PWC, staff issued an RFP, sent it directly to three sign manufacturing firms, and one quote was received in the amount of $16,580.

* As a favorable notation, the design and scope changes resulting from direction from the PWC resulted in a monument that will be approximately $4,264 less in cost than initially anticipated.

Observations/Background for public information
Around the year 2006, the city established the Park Maintenance Fund (retitled Capital Maintenance Fund), recognizing that in about 10 to 15 years into the future, a great deal of the park system's infrastructure would be approximately 25 to 30 years old, with certain elements needing maintenance work or replacement.  In the last few years, that forecasted activity has been occurring.  Recently, the primary water well at Loral I Armstrong Delaney Central Park has been refurbished; the pergola at Emerald Pond Park replaced, and shelters at both River's Bend and Emerald Pond Park have benefited from roofing replacements and wood refinishing of the interior roof and support posts.  In the Spring of 2021 the tennis courts at LIAD Central Park were repaired and color-coated, and also in late 2021 the 25-year old Lake Itasca Boardwalk was approved for replacement in 2022 from the Capital Maintenance Fund.

Funding Source:

The recommended funding source acknowledged by the PWC, would be the Capital Maintenance Fund, (formally known as ‘Park Maintenance Fund') which has a present balance of approximately $1.3M.

Recommendation:

Staff recommends proceeding with the replacement of the monument pursuant to the attached proposal. 

Outcome/Action:

Motion to approve Signation Sign Group Inc.'s quote in the amount of $16,580.
