Authorization to Hire a Planning Manager

The purpose of this case is for the City Council to consider hiring a Planning Manager, to backfill the current vacancy.  

Background: This position has been vacant since February 4, 2022. In order to fill the current vacancy, an internal, followed by an external recruitment process was conducted. Mr. Todd Larson was selected as the top candidate following that process. Mr. Larson has passed the City's pre-employment testing which included reference checks, employment verifications, drivers license check, extensive leadership assessment and drug screen. Mr. Larson will be subject to a 6 month probationary period and the City's Personnel Policy.

The funding required to fill the Planning Manager position is included in the 2022 budget.

Staff recommends hiring Mr. Todd Larson as the City’s Planning Manager, effective on or near April 18, 2022 at $48.838 per hour, which is step 4 of  the 2022 pay scale with a credit of 10 vacation days.
