Title:

Consider Amendments to the Development Review Process

Background:

Part of the City Council's Strategic Goals is to refine the development review process to identify areas for improvement. Staff has prepared several recommendations that fulfill several goals set to achieve an improved review process:
  • Make it easy to navigate the process
  • Provide sufficient information to understand requirements
  • Identify areas to improve time lines
  • Make better use of Development Review Meetings (prior to Planning Commission Meetings)
Attached are several documents that outline Staff's recommendations to improve the process.

Observations:

Staff's recommendations are as follows:

Administrative Processes Already Implemented
  1. Restructure web page to act as portal (in process)
    1. All resources stored here available to public
  2. Implement electronic submittal at planning@ci.ramsey.mn.us
    1. Calendar used as internal tracking tool
  3. Revise Applications (as of 1/1/12)
    1. Single application for all requests
    2. Separate packets as part of Development Review Manual
    3. Property Owner acknowledges certification of delinquent escrows
  4. Structure Development Review Meetings (internal Staff meetings prior to PC)
Additional Recommendations
  1. Create Development Review Manual
    1. See draft manual for specific information
  2. Create Supplemental Questionnaire/Matrix
    1. Completed by Developer
    2. Speed up review by Staff
    3. Easily find required data
  3. Create Fee Calculator
  4. Planning Commission
    1. Implement CUP authorization previously discussed with City Council
    2. Identify other PC approvals
  5. City Council
    1. Consider routine approvals on Consent Agenda
    2. Preliminary and Final Plat approval on same evening
Staff will also be looking at the review process for The COR at the same time additional recommendations are brought forward, which includes an additional site plan review (Preliminary Site Plan Review).  Proposed revisions are scheduled over the winter months prior to next year's building season.

As a note on the Development Review Manual, this document is in the process of being completed. Prior to completing the document for all applications, Staff wanted to get approval from the Planning Commission and City Council. The intent of this draft is to illustrate the structure of the manual.

Recommendation:

Planning Commission recommended approval of the proposed revision as proposed.

Funding Source:

Revisions are being handled as part of regular staff duties.
