Title:

Approve Proposal for a Remote Controlled Car Track at Titterud Park

Purpose/Background:

The following is text from the Commission's July regular meeting:

"Small, remote controlled (RC) cars are used informally in Ramsey's parks and parking lots and occasionally RC boats within waterways. A pair of residents are keenly interested in formalizing an RC area in Ramsey and initially looked at Emerald Pond Park, and sent those neighbors the attached letter inviting feedback on the proposal.

Since then, Staff meet with one of the individuals proposing an RC area—and looked at the west portion of Alpine Park near the skate park.  This area seems conducive for this use in many ways, including that there is separation from residential homes, there is parking, and also ADA access if positioned immediately adjacent to the existing parking lot."


At the July meeting, Vice Chair Sis proposed looking at Titterud Park for the RC track, which the interested residents and staff did—finding the former area of the tennis courts perhaps more suitable than the location at Alpine Park, due to the reasons above, and that there is an adjoining playground area.

Observations/Alternatives:

In meeting with the interested parties at Titterude Park, it was confirmed that all costs associated with developing an RC track would be accommodated by volunteers (importation of clay, minor grading and the creation of a border around the track). The only exception may be an advisory sign created by Public Works that outlines terms of use at the park, like no nitro powered cars, electric only and no drones permitted, etc.

Given that the scope of the project does not rise to the level of a formal Capital Improvement, it seems reasonable to allow the volunteers to develop a modest RC track at this location (first attachment), understanding that if there are problems or conflicts relating to this park use, they can be resolved, or the use of the area as an RC track can be discontinued.

Funding Source:

There is no funding required at this time, (aside from the aforementioned sign).

Recommendation:

Staff recommends approval for the development of an RC area at Titterud Park by volunteers— noting that it would be yet another unique recreational amenity for the community.
 

Action:

Motion to approve the volunteer development of an RC track at Titterud Park.
