Title
Adopt Resolution #22-181 Authorizing the City Administrator the Authority to Hire Temporary and Seasonal Employees
Purpose/Background:
The purpose of this case is to grant the City Administrator the authority to approve hiring temporary and seasonal employees without approval of the City Council so long as the funding for these positions is within the annual budget.
Annually, the City of Ramsey budgets for and employs temporary and seasonal employees to work in various departments. These positions typically last less than one year. Furthermore, Council considers these positions annually through the budget approval.
It is necessary to streamline the onboarding of these employees in order to be competitive in the workplace. Eliminating the need for City Council approval for each hire will remove the delay in onboarding employees, which has become an impediment to the City’s hiring process. This will efficiency after final interviews, thus reducing the risk of losing top candidates to other employment offers.
These employees do not meet the definition of a Public Employee as defined by the Public Employees Labor Relations Act or are allowed for within the City labor agreements as being temporary.
Staff consulted with the City Attorney on this matter and he advises that granting the City Administrator the authority to hire these temporary and seasonal employees without approval from the City Council is permissible.
