Authorization to Hire a Communications Coordinator
 

Purpose/Background:

The purpose of this case is to authorize hiring a Communications Coordinator.
 
As the City Council is aware, the previous Communications and Events Coordinator submitted a letter of resignation.   Her last day with the City was June 3, 2022. Staff discussed the Communications role with the City Council.  It was discussed that separating the two roles (communications and events) would be a benefit to the City.  By consensus, the City Council authorized removing event duties from the position.  In addition, the City Council authorized increasing the pay scale to a starting hourly wage of $30.167 per hour rather than $25.859.  Based on step 6 of the pay scale (the top of the pay scale) this is a change from $67,228 to $78,433, annually. This increased pay scale is necessary to be competitive in the market and in-line with pay equity.

Staff conducted an internal and external recruitment process and interviewed several candidates.  Ms. Pat Johnson was selected for the position and passed the City's pre-employment testing.    The City extended a contingent job offer which is pending City Council approval.  If hired, Ms. Johnson will be subject to a 6-month probationary period, the Personnel Policy and the AFSCME labor agreement.
 
The Communications Coordinator position will promote transparency, build the city brand and increase engagement by maximizing messaging across multiple communication platforms including but not limited to the City’s website, Facebook pages, press releases, the Ramsey Resident and other approved methods.  

Funding Source:

The funding for this position is already included in the 2022 budget; the 2023 funding would be included in the annual budget.
 

Recommendation:

To hire Ms. Pat Johnson as a fulltime Communications Coordinator effective on or near October 24, 2022, at $30.167 per hour, which is step 1 of the 2022 pay scale.
