Title
Adopt Resolution #22-270 Approving Proposal from Bolton and Menk, Inc. to Prepare Plans and Specifications for Improvement Project #23-04, 167th Avenue Reconstruction
Purpose/Background:
City Improvement Project 23-04 proposes to reconstruct 167th Avenue between Nowthen Boulevard (CSAH 5) and Saint Francis Boulevard (TH 47). This street segment is approximately 6,000 feet (1.13 miles) in length, and the width varies between 40-feet on the westerly rural section (0.97 miles) and 48-feet (0.16 miles) on the easterly urban section. A full shoulder/parking lane exists on both sides of this street segment.
This segment of 167th Avenue is a Municipal State Aid (MSA) street, and must be designed to MSA standards, including a 10-ton pavement design. Staff proposes to generally leave the street at its current widths and elevations. A figure showing the project scope is included in Bolton & Menk, Inc’s professional services proposal attached to this case.
Attached are previous City Council cases with the adopted Resolutions pertaining to this project including;
Due to City Council’s current efforts to increase funding for the City’s Pavement Management Program (PMP) by $12 million dollars, Staff requests Council approval of the attached professional services proposal from Bolton and Menk, Inc. to prepare final plans and specifications and administer the bid process for Improvement Project #23-04 at a not-to-exceed fee of $121,405. These costs are proposed to be paid for as indirect project costs using the City’s State Aid funds. Contracting with Bolton and Menk, Inc. to prepare final plans and specifications for this project will allow Engineering Staff to prepare plans and specifications for the remaining 2023 PMP projects in-house.

- Case #13534, Resolution #22-204 (August 23, 2022) - Council ordered the City Engineer to prepare plans and specifications
