Title
Authorization to Hire a Police Officer Filling a Current Vacancy in the Patrol Division
Purpose/Background:
The purpose of this case is to request the City Council's authorization to hire a Police Officer, backfilling a current Police Officer vacancy that was created when a veteran Police Officer retired.
An internal and external recruitment was conducted. Mr. Andrew DeVine met the requirements of the position and was invited to take part in the City's interview process, the physical agility fitness testing, and the "shoot/don't shoot" video scenario activity. Staff selected Mr. DeVine as a finalist to be advanced through background testing. At this time, Chief Katers recommends Mr. DeVine for the position of Police Officer with the City of Ramsey.
With the City Council's authorization, Mr. DeVine will start as the City's new Police Officer on or near March 6, 2023. Mr. DeVine, as with all new Police Officers recognized by the Law Enforcement Labor Services (LELS) Patrol bargaining unit, will serve a 1-year probationary period and will be subject to the City's Personnel Policy and the LELS Patrol Labor Agreement.

Funding Source:
The funding required for this position is included in the 2023 budget.
Recommendation:
Authorize hiring Mr. Andrew DeVine as a full-time Police Officer, effective on or near March 6, 2023, at $32.460 per hour, which is step 1 of the 2023 wage scale.
