Title
Authorization to Hire an Engineering Technician II Filling a Current Vacancy
Purpose/Background:
The purpose of this case is to request the City Council's authorization to hire an Engineering Technician II to backfill the current position left vacant when Mr. Logan Czech was reclassified to Engineering Technician III, in January.
As part of the 2023 budgeting discussions and budget approval, the City Council authorized the addition of a new Engineering Technician II position, subsequent to Mr. Czech's reclassification from Engineering Tech II to Engineering Tech III. This action was necessary due to the volume of work associated with the City's road improvement projects and other engineering work within the City.
An internal and external recruitment was conducted. Mr. Joshua Osen met the requirements of the position and was included in the recruitment process. Staff completed the necessary background checks and is recommending that Mr. Joshua Osen be hired as a full-time Engineering Technician II.
With the City Council's authorization, Mr. Joshua Osen will start as the City's new Engineering Technician II on or near March 6, 2023. Mr. Osen, as with all City employees recognized by the American Federation of State, County and Municipal Employees (AFSCME) bargaining unit, will serve a six-month probationary period and will be subject to the City's Personnel Policy and the AFSCME Labor Agreement.

Funding Source:
The funding required to fill this position is included in the approved 2023 budget.
Recommendation:
Authorize hiring Mr. Joshua Osen as a full-time Engineering Technician II, effective on or near March 6, 2023, at $30.458 per hour, which is step 2 of the 2023 wage scale.
