Adopt Resolution #23-064 Approving Plans and Specifications and Authorizing Advertisement for Bids for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #23-064 approving plans and specifications and authorizing advertisement for bids for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements.
 
Background:
City Improvement Project #23-07 proposes to overlay the streets within the Alpine Meadows, Highlands at River Park, Highlands at River Park 2nd, Highlands at River Park 3rd, and Highlands at River Park 4th subdivisions. The streets total approximately 9,658 lineal feet (1.83 miles) in length, and are 32-feet wide urban sections. A street segment summary is attached to this case for reference.
 
Project History
  • 2022 – 2031 Capital Improvement Program – listed as street overlay for 2023
  • Resolution #22-250, adopted November 7, 2022; City Council awarded a proposal to Bolton & Menk, Inc. for topographic survey of the project area.
  • November 15, 2022; Public Works Committee gave recommendation for City Council authorization to prepare plans and specifications for the improvement project.
  • Resolution #22-288; City Council ordered the City Engineer to prepare plans and specifications for the improvement project.
 
Pavement History
The streets within the subdivisions were built between 2002 and 2004. Pavement maintenance has included 2 crack seal / seal coat improvements, Alpine Meadows received an additional crack seal improvement. 2021 PASER values were between 6 and 8 for the street segments. Ground Penetrating Radar (GPR) was performed on some of the street segments within the project area, and are summarized in the street segment summary.
 
Proposed Improvements
Based on Staff review of the existing pavement conditions, mill and overlay improvements to the existing pavement is appropriate. The proposed mill and overlay depths will vary between 1 and 2 inches, dependent upon existing pavement thicknesses.
 
Staff review found the existing pedestrian ramps within the project area did not meet current ADA requirements, therefore all pedestrian ramps within the project area will need to be removed and replaced. The concrete curb and gutter in the project area were found to generally be in good condition, and only spot repairs are proposed.
 
Minor repairs to the existing storm sewer structures are proposed with this project, the majority of which are grouting the existing adjustment rings and pipe inverts. Some storm sewers catch basins will require resetting due to settling.
 
Build Process
  • Install traffic control measures
    • These are maintained throughout the project
  • Project removals (spot curb and gutter, pedestrian ramps)
  • Place new concrete curb and gutter and pedestrian ramps (5 to 7-day cure time)
  • Mill existing pavement
  • Finish structure adjustments, storm sewer catch basin repairs
  • Restore the boulevard in any impacted areas
    • 4 inches topsoil, turf
  • Place new bituminous pavement
    • Remove traffic control measures as allowed

Staff proposes to open bids on April 21, 2023, and to present the bid results to City Council on April 25, 2023 for award of a construction contract to the lowest responsible bidder.
 
Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to prepare and submit their bids, rather than purchasing the plans through QuestCDN, the electronic bidding software used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans, and all bidders are notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet showing the scope of the improvements. Plans are available upon request from the City Engineer.

Notification:

If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on Friday, March 31, and again on Friday, April 7, 2023, both in the City’s official newspaper, the Anoka Union Herald, and in Finance & Commerce.

Observations/Alternatives:

Funding Source:

Funding for this improvement is proposed to come from Pavement Management Funds and Stormwater Utility Funds.
 
Staff has completed an estimate based on the final plans and anticipated 2023 construction costs, with a total estimated project cost of $696,500, which includes 14-percent indirect costs for administrative, engineering, finance, and legal costs.

Recommendation:
