Title:

Consider Recommending City Council Approval for Change Order #1 for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements

Purpose/Background:

The bituminous pavement on the segment of Alpine Drive between State Highway 47 and Roanoake Street is rapidly deteriorating, resulting in unsafe driving conditions for the public. Improvement Project #23-07 originally included overlaying the pavement on the segments of Xkimo and Yakima Streets north of Alpine Drive.  Then on April 25, 2023, the City Council approved adding 2-inch mill and overlay improvements to various areas of Alpine Drive between Yakima Street and Roanoake Street.  Since then, Staff have had more time to evaluate the condition of the segment of Apline Drive between Yakima Street and Roakoake Street and have held conversations with the contractor that was awarded the construction contract for Improvement Project #23-07.  As a result of these conversations, Staff requests approval to amend the plans to complete a 1 and 1/2-inch overlay on all of Alpine Drive between the west side of it's intersection with Yakima Street to Roanoake Street, in lieu of completing 2-inch spot mill and overlay improvements.  This will better hold this entire segment of Alpine Drive together until it can be reconstructed in 2030 per the current 10-year Capital Improvement Program, and will prevent Public Works Staff from needing to patch potholes on this segment of Alpine Drive every year until then.

Figure 1 (attached) shows the areas currently proposed to receive 2-inch mill and overlay improvements as highlighted in orange, in addition to the segment of Alpine Drive proposed to receive 1 and 1/2-inch mill and overlay improvements between Yakima Street and Roanoake Street, denoted by hatching with all areas previously proposed to receive 2-inch mill and overlay improvements receiving 1 and 1/2-inch mill and overlay improvements.    

Timeframe:

Staff anticipates 10 minutes will be needed to present this case and respond to questions.  

Observations/Alternatives:

Funding Source:

Staff have discussed the work associated with Change Order #1 in detail with the contractor and estimate the additional project cost to be $20,307.04.

Costs due to Change Order #1 are proposed to be paid from the Pavement Management Fund.  

Recommendation:

Staff recommends approving Alternative #1.  

Action:

Motion to recommend City Council Approval for Change Order #1 for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements.
