Adopt Resolution #23-118 Approving Change Order #1 for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-118 approving Change Order #1 for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements.
Background:
The bituminous pavement on the segment of Alpine Drive between State Highway 47 and Roanoke Street is rapidly deteriorating, resulting in unsafe driving conditions for the public. Improvement Project #23-07 originally included overlaying the pavement on the segments of Xkimo and Yakima Streets north of Alpine Drive. On April 25, 2023, the City Council approved adding a 2-inch mill and overlay improvement to various areas of Alpine Drive between Yakima Street and Roanoke Street. Since then, Staff have had more time to evaluate the condition of the segment of Alpine Drive between Yakima Street and Roanoke Street, and have held conversations with the contractor that was awarded the construction contract for Improvement Project #23-07. As a result of these conversations, Staff requests approval to amend the plans to complete a 1 ½-inch mill and overlay of all of the drive lanes on Alpine Drive between the west side of its intersection with Yakima Street to the east side of its intersection with Roanoke Street, in lieu of completing 2-inch spot mill and overlay improvements. This will better hold the entire segment of Alpine Drive together until it can be reconstruction in 2030 per the current 10year Capital Improvement Program, and will prevent Public Works Staff from needing to patch potholes on this segment of Alpine Drive every year until then.
A revised plan sheet and engineer’s estimate for the change order is attached to this case.

Observations/Alternatives:

Funding Source:
Funding for the Alpine Drive mill and overlay, including Change Order #1, is proposed to come from budgeted 2023 Temporary Pavement Repair Funds. Change Order #1 increases the Alpine Drive mill and overlay estimated project costs by $20,307.05 per bid unit prices. An engineers estimate for Change Order #1 is attached to this case.
Recommendation:
On May 16, 2023, the Public Works Committee unanimously passed a motion to recommend City Council approval for Change Order #1 for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements. During the Public Works Committee case, Staff mistakenly called out funding for Change Order #1 as Pavement Management Funds, but per City Council Case #14160 the funding source is 2023 Temporary Pavement Repair Funds. Case #14160 is attached for reference.
