Title:
PUBLIC HEARING - Easement Vacations in HY-10 RAMSEY
Purpose/Background:
As a component of the upcoming Ferret Street/147th Avenue NW reconstruction project, some excess platted easements will be vacated and replaced with other easements (the proposed easements are a separate action item for the Council). City Charter and City Code require a public hearing when vacating the public's interest in properties.
Currently, Ferret Street NW ends in a cul-de-sac. The street will be extended to the north out to Bunker Lake Boulevard NW. The "bulb" of the cul-de-sac is no longer needed.

Notification:
Public Hearing notification was published in the May 26, 2023, Anoka Union Hearld Newspaper. Utility companies were notified via email.
A third property was notified in the public hearing, Lot 1, Block 1, HY-10 Ramsey 2nd Addition, though that vacation will wait until that property is replatted in the future.
Staff received comments from Centerpoint Energy that there are no concerns with this action.

2. Approve modifications as the Council sees appropriate.
3. Deny the vacations keeping the existing rights-of-way and easements in place.

This work is being done as a part of staff's normal duties.
Recommendation:
Staff recommends approval of Resolutions #23-120 and #23-121 vacating the rights-of-way and easements.
Outcome/Action:
Motion to adopt Resolutions #23-120 and #23-121 Vacating the Rights-of-Way and Easements along Ferret Street NW.
