Adopt Resolution #23-131 Accepting Bids and Awarding Contract for Improvement Project #23-11, Trott Brook Crossing Lift Station #10 Improvements.

Adopt Resolution #23-131 accepting bids and awarding a construction contract for Improvement Project #23-11, Trott Brook Crossing Lift Station #10 Improvements.
Background:
On January 11, 2022, the City Council approved the Preliminary Plat for the Trott Brook Crossing residential subdivision.
On November 7, 2022, the City Council approved a Grading Agreement for the Trott Brook Crossing residential subdivision, allowing grading activities for the first phase of construction to begin. The developer has since completed mass grading operations for the first phase of the subdivision, consistent with the approved preliminary plat.
On March 28, 2023, the City Council approved the Final Plat and Development Agreement for Trott Brook Crossing.
The City enlisted Bolton & Menk to prepare plans and specifications to construct a sanitary sewer lift station to serve this development, along with future developments in this area of the City. This is the same process the City followed to design and construct the trunk sanitary sewer lift station improvements now serving the Riverstone South residential subdivision, for which Bolton and Menk was also the design engineer. This process worked well.
A total of two (2) bids were publicly received, opened and tabulated on May 25, 2023, and the following bids were found to comply with the approved plans and specifications and advertisements for bids.
The bid of Meyer Contracting, Inc. of Maple Grove, Minnesota, in the amount of $1,461,454.93 for the total bid for construction of the improvements in accordance with the approved plans and specifications and advertisements for bids, was the lowest responsible bid received.

Advertisements for bids were published in the Anoka County Union Herald and in Finance and Commerce on April 28th and on May 5th, 2023. Bids were also advertised on QuestCDN.

Awarding the bid at this time will allow the City to serve the Trott Brook Crossings residential subdivision with the necessary municipal trunk sanitary sewer in 2023 as required to meet the proposed development schedule.

Funding Source:
The engineer’s estimate of construction costs is $1,210,885.00.
As is noted in their attached bid results and award recommendation memo, Bolton and Menk reviewed the bids and held discussions with the low bidder who indicated that continuing price inflation is being
seen for concrete, large diameter PVC pipe, pumps, and electrical equipment. When compared to bids
received last year for the Lift Station No. 9 improvements at Riverdale South, prices for the lift station and valve vault increased by 62%, or approximately $248,000.00. Bolton and Menk had projected a 20% increase in their engineer’s estimate for this item. This accounted for the majority of difference between the engineer’s estimate and the low bid. Meyer Contracting indicated that trucking costs also factored into the higher bids received, with those cost increases being seen across most of the bid items.
While there is the option of re-bidding the project, there is the potential of seeing continual inflation, which would then result in receiving higher bid prices.
Funding for these improvements are proposed to come from sanitary sewer enterprise funds, which has sufficient funds.
Attached to this case is a construction services proposal from Bolton & Menk at a proposed not-to-exceed fee in the amount of $39,277.00.
City staff will inspect construction and process pay requests with assistance from Bolton & Menk.

Recommendation:
Staff recommends approving alternative #1 to align with previous City Council approvals related to the Trott Brook Crossing residential subdivision, and to ensure that the City will be able to provide the required trunk sanitary sewer when homes are ready to be occupied. Staff also recommends using Bolton and Menk to stake construction and provide administrative assistance during construction.
If the City Council decides to award the project, Bolton & Menk recommends awarding the contract to Meyer Contracting, Inc. in the amount of $1,461,454.93.
